■ シンポジウム概要
電子ジャーナル・バックファイルの継続的・安定的確保は、我が国の学術コンテンツの基盤整備にとって
重要かつ喫緊の課題となっています。
今回のシンポジウムは、海外のコンソーシアム関係者を招いて、それぞれのコンソーシアム活動の中で
電子ジャーナル・バックファイル整備がどのように進められているのかという動向を知るとともに、我が国に
おける電子ジャーナル・バックファイル整備のあり方、特にコンソーシアムの役割について議論を深める
ことを目的としています。

◆ 講師紹介
Markus Brammer 氏
Head of Legal and Licence Affairs, German National Library of Science and Technology
(TIB), Hannover / Germany
A lawyer by profession and holding a master's degree in Law of the University of Edinburgh,
Markus Brammer worked as a head of section for German Rectors' Conference (Association
of German Universities and other Higher Education Institutions) in Bonn for 5 years (2000-2005).
Since 2005, he is General Counsel of TIB in Hannover. From 2005 to 2010, he has been building
up and heading TIB's Licensing Team for administration of national and international licensing
activities. Since TIB has partnered with the German National Libraries of Medicine (ZB MED)
and Economics (ZBW) to cooperate in licensing affairs (Goportis Licensing), he was Publisher
Licensing Coordinator at their Co-Operative Office for Licensing in Hamburg (2007-2012).
Markus Brammer has been representative of TIB for planning, coordination, negotiation and
administration of German National Licences for electronic backfiles.
He has represented TIB in DFG and other national working groups and is a member of the
international Knowledge Exchange Licensing Expert Group. In 2012, he has joined the German
nestor Working Group on Legal Aspects of Long Term Archiving.
Markus Brammer has a special relation to Japan since he has been living in Tokyo during
some of his school years and has graduated from the German School Tokyo in 1987.
Andre Dazy 氏

関川雅彦 氏
大学図書館コンソーシアム連合（JUSTICE）運営委員会委員長 / 筑波大学附属図書館副館長
1979年、東京大学医学図書館に採用され、東大総合図書館、文学部図書室で相互利用、目録、
利用者サービス等を担当。その間、1987年～1989年、人事院試験専門官付（併任）、1992年、
文部省在学研究員（米国、英国）。その後、上越教育大学、東京大学を経て、現在、筑波大学
附属図書館副館長。
2005年から国大図協電子ジャーナルコンソーシアムの活動に携わり、2011年から大学図書館
コンソーシアム連合の運営委員会委員長。
