Organizational Structure and Operations
Japan Alliance of University Library Consortia for E-Resources (JUSTICE) is placed under the Cooperation Promotion Council, a joint forum established by the Japanese Coordinating Committee for University Libraries and the National Institute of Informatics (NII). JUSTICE is composed of the Steering Committee, Working Groups and the Secretariat, which is under the control of the Library Liaison Cooperation Office of NII’s Cyber Science Infrastructure Development Department.
The Steering Committee is responsible for establishing basic policies for the operation of JUSTICE, with specific activities being undertaken by Working Groups under the Steering Committee. The Secretariat is tasked with preparing and undertaking negotiations with publishers, etc., providing information to member libraries, collecting data on the circulation of academic information, conducting surveys on contracts held by member libraries, and serving as the primary point of contact for communication and coordination with relevant bodies and organizations.

Cooperation Promotion Council
The purpose of the Cooperation Promotion Councils is to ensure proper collection and greater dissemination of academic information crucial to universities and other educational institutions. NII and university libraries meet and discuss relevant matters at the council.
Steering Committee
The Steering Committee is responsible for establishing basic policies for the operation of JUSTICE.
Steering Committee members are nominated by the Cooperation Promotion Council from among the staff of member libraries and NII, subject to approval by the General Meeting of JUSTICE. The term of Steering Committee members is one year (April through March) and reappointment is allowed.
The Chair of the Steering Committee is elected by and from among the members, and serves as the representative of JUSTICE. The Steering Committee meets four times a year (and whenever deemed necessary by the Chair). In addition, Steering Committee members communicate and consult on specific matters at all times as needed via their electronic mailing list.
Working Groups
Working Groups are composed of employees of member libraries (mostly those responsible at their respective libraries for tasks assigned to the Working Group to which they belong ). The term of Working Group members is one year (April through March) and reappointment is allowed. The Steering Committee decides Working Groups to be created and selects Working Group members. The chief of each Working Group is elected from among the members of the Steering Committee.
When deemed necessary, Working Groups may ask non-members to help with their activities.
Currently, the following four Working Groups are in place. Depending on the future course of activities, new Working Groups may be added, and existing ones may cease to exist or be merged.
Negotiation Working Group
- Undertaking negotiations with publishers and other relevant parties to set terms and conditions for purchases, use and provision, archiving, etc. of electronic resources
- Planning and organizing briefing sessions and other events for member libraries, publishers, etc.
Research Working Group
- Planning and conducting surveys of member libraries that are necessary for JUSTICE's activities
- Conducting surveys of relevant bodies and organizations in Japan and abroad concerning their purchases, use and provision, archiving, etc. of electronic resources
PR Working Group
- Publishing the PR magazine jusmine, and planning the development of PR materials necessary for JUSTICE’s activities
- Planning and organizing PR activities at various external events hosted by other organizations
- Planning initiatives to help employees of member libraries to improve their skills relating to electronic resources
Open Access Working Group
-Collecting information concerning Open Access in Japan and abroad and providing it to member libraries
-Inspecting and evaluating JUSTICE's negotiation policy on the OA Publishing Model
□ Secretariat
The Secretariat undertakes routine tasks necessary for JUSTICE’s activities.
The Library Liaison Cooperation Office has been established within NII's Cyber Science Infrastructure Development Department, with three full-time staff members of the Secretariat belonging to this office. All of them are assigned from member libraries (university libraries).
