JUSTICE and JPCOAR oppose unfair charges for repository registration (such as IEEE's Repository License Fee).

On 14 March 2025, the Institute of Electrical and Electronics Engineers (IEEE) announced a new fee structure for repository registration, titled ‘Repository License Fee.’ In response, on 26 June, the Confederation of Open Access Repositories (COAR) published a statement opposing such a system, titled ‘Unfair publisher fees for deposit into repositories highlight the need for authors to exercise their rights.’

Japan Alliance of University Library Consortia for E-Resources (JUSTICE) and JPCOAR (The Japan Consortium for Open Access Repository) oppose the unfair billing system for the ‘Repository License Fee’ and other fees, and jointly express their support for COAR's statement.
